The Youth Educational Centre in Łobżenica provides care and education for young people under the age of 18 who require a specially organised system of teaching, upbringing, psychological and pedagogical support and social rehabilitation. The Centre supports socially maladjusted young people who need guidance in changing their attitudes and behaviour.Its primary aim is to help residents overcome the effects of social maladjustment and to prepare them for independent, responsible and law-abiding lives once they leave the institution. At the Centre, young people learn how to function within society, develop social and vocational skills and build respect for others as well as a sense of responsibility for their own choices.

The Centre operates across two sites – in Łobżenica and Kijaszkowo – each accommodating up to 60 residents. Admission to the Youth Educational Centre is based on a final decision of the Family Court imposing an educational measure, together with a referral issued by the Commission for Referring Juveniles to Youth Educational Centres.

The Centre comprises the following organisational units:

  • Primary School,
  • Vocational School (Stage I), offering training in the trades of metalworker and automotive mechanic.
  • Boarding Section (Care and Education Department) – providing accommodation, education and daily living facilities
  • Specialist Team – including a psychologist, pedagogue and therapist.
  • Administrative and Technical Department – ensuring the Centre’s day-to-day operations.

The Youth Educational Centre in Łobżenica functions as a resocialisation institution within the national education system. The Centre operates in accordance with: 

  • The Education Law Act of 14 December 2016;
  • The Regulation of the Minister of National Education of 2 November 2015 on Youth Educational Centres;
  • The Act on Supporting and Resocialisation of Juveniles (2022).

The Centre provides 24-hour care, including accommodation, meals, education, therapeutic and psychological support, as well as medical care and psychiatric consultations.

Resocialisation is carried out through education, social therapy, individual and group sessions, as well as participation in sports, artistic, cultural and community activities. Each resident follows an individual development and rehabilitation plan prepared by a multidisciplinary team of educators, teachers, psychologists and pedagogues.

Daily life follows a structured routine that includes morning wake-up, breakfast, classes, afternoon educational and recreational activities, dinner and quiet time in the evening. A consistent set of rules helps residents develop responsibility, independence and cooperation. Contact with parents and guardians is maintained in line with the Centre’s regulations.

Importantly, the Youth Educational Centre in Łobżenica is not a penal institution – its purpose is not punishment, but guidance and support. It offers young people a genuine second chance for learning, personal growth and a positive change of lifestyle. Through its educational, upbringing and therapeutic activities, the Centre plays a vital social role – preparing young people for a dignified, responsible and independent life in society.

Fundamental Rights of Residents

  1. Right to Education


Every resident has the right to free education and the duty to complete compulsory schooling. The Centre provides access to primary and vocational education, as well as opportunities to pursue interests through artistic, sporting and vocational clubs.

  • Right to Dignity and Privacy


Residents are entitled to respect from educators, teachers and peers. Any form of physical or psychological violence or humiliation is strictly forbidden. Each individual has the right to express their views and emotions in a respectful manner.

  • Right to Safety and Health Protection


The Centre ensures safe and hygienic living conditions, medical care and psychological support. Residents are protected from all forms of violence, addiction and moral harm.

  • Right to Contact with Family and Loved Ones


Residents may keep in touch with parents or guardians through letters, phone calls and visits, as permitted by the Centre’s regulations. These relationships are of great emotional and educational importance.

  • Right to Information and Expression of Opinion


Every resident has the right to know their rights and responsibilities and to be informed about the Centre’s rules. They may express opinions about daily life at the Centre and submit suggestions for improvements or new initiatives.

  • Right to Psychological, Pedagogical and Therapeutic Support


Each resident has access to individual assistance from a psychologist, pedagogue, educator or therapist. This support helps address emotional, family and social difficulties, and promotes the process of resocialisation.

  • Right to Participate in Community Life


Residents may take part in the life of their group and the wider institution, join the residents’ council, and have a say in selected matters concerning the Centre’s functioning.

  • Right to Leisure and Recreation


Outside of school hours, residents are entitled to rest, recreation, and the pursuit of personal interests in line with the Centre’s rules.

  • Right to Protection of Personal Data and Correspondence


Residents’ personal data and correspondence are protected. Educators may intervene only in cases provided for by law or when a child’s safety is at risk.

Respecting the rights of young people is fundamental to effective resocialisation. Feeling respected and having a voice in their own lives helps rebuild self-esteem, fosters responsibility and prepares them for lawful and ethical participation in society.
